Explication by Shaykh Husain: Real Audio: Listen Online | Download

Translation
The causative factors for wudu are (1) intending to perform any act which is not permissible without it, for example prayer and touching a copy [of the Quran], or (2) the imminent expiration of the remaining time for prayer.

Commentary
Certain commandments of the Quran apply during every moment of a person's life, for example, the commandment to be conscious and fearing of Allah (subhanahu wa ta'ala). Other commands apply only when a 'causative factor' [sabab] exists, which makes them mandatory. Such is the case with the verse concerning wudu. Here the author highlights the various causative factors that give rise to the requirement to perform wudu.

The first such causative factor is when an individual intends to perform an act which requires wudu, for example touching a copy of the Quran [mus-haf] or performing prayers. The moment an individual decides to pray, for instance, the commandment of the verse of wudu applies. If he is in a state of minor ritual impurity, then he must perform the wudu. Similarly, if only five minutes remain before the end of the time interval for Asr prayer, then the commandment of wudu applies to all who (1) have not yet performed the prayer, and (2) are in a state of minor ritual impurity.
